A deviation reason must explain why ordinary competitive procurement could not be followed. A label such as “sole source” is a conclusion, not a justification. This register re-reads the published deviation and expansion reports and flags — for review — entries whose recorded reason does not, on its face, establish that the supplier was the only lawful or practical option.
